Ebay's buyer protaection in ireland site is not working. Why is that?

When i try to start a case in resolution center of ebay for a item that seller don't ready to send and i'm already paid, it automatically forwarded me to paypal's buyer protection section. Now paypal needs 30 days of time to solve my problem and give my claim back.
