Does a landlord have a right to periodically inspect his rental houses?

I will be renting out a house in Livonia, MI soon. Since the city of Livonia requires an annual inspection to be sure that all building codes are met, would I (as the landlord) be allowed to inspect it along with the city, to make sure the tenants didn't damage, modify, or paint anything as prohibited in the lease contract? I realize that tenants have a reputation for not taking care of the house as they should, and I would have a clause in the contract that says they're not allowed to change any fixtures, paint any walls, or modify any part of the house in any way. I just want to make sure that is being honored.
