Landlord won't change out fire extinguishers, can I withhold rent?

I have brought it to the attention of my landlord that the fire extinguishers in the building were last inspected (according to the tag) in 2004. He has done nothing to get another inspection done and this building does not have a sprinkler system since it is a rowhouse that's nearly 100 years old. Can I withhold the rent until he gets it fixed? I am really sick of having to bug the landlord to death about small things but something like this is really not small at all. Could I tip off the fire department and have someone inspect the building?
